I think the restorer pulled a fast one as far as color. The article stated the EPA painted it their "semi-gloss medium blue." I know lighting can highlight different shades but its current color sure looks like my favorite Mopar color - "Winchester Gray." I think the restorer chose a factory color (and rightly so) close to the EPA "semi-gloss medium blue." Winchester Gray is irresistible (as is 1968 only Pontiac "Aleutian Blue").
